重大科技项目网络化组织的内部协同机制研究

: 重大科技项目体现着国家目标,并为解决我国经济和社会发展中的重大问题提供有利的科技支撑,重大科技项目管理的效率直接影响重大专项的效果和成败。但在重大科技项目管理的实践中,协同并非如管理学者所想象的那样完美,协同失败处处可见,因此如何提高重大科技项目管理中的协同效应成为一个重要研究课题。同时,协同机制的实现是与其组织体制密不可分的,因此,必须将重大科技项目中的网络化组织一并纳入研究范围。
     
本论文的研究目的是研究我国重大科技项目管理中的网络化组织和内部协同机制的机理,研究其改进方法,并运用多项目组织管理和学习型组织等理论提出改进措施,为重大科技项目管理工作提供了借鉴。
     
从重大科技项目管理的角度,结合项目管理、组织结构和协同学理论,研究重大科技项目管理中网络化组织及内部协同机制的定义、意义和构建模式。同时,研究重大科技项目管理中网络化组织及内部协同机制实施管理的改进方法,在借鉴和参考前人研究的基础上,提出多项目管理和学习型组织的管理方法在重大科技项目中的应用。最后,以本校主要承担的十五国家电动汽车重大专项为例,进行实例研究。检验该实例项目体制和机制上的效率、出现的管理问题并提出改进方法。
     
针对传统的重大科技项目管理中组织体制和协同机制的不足,研究网络化组织及内部协同机制在重大科技项目中的应用。将两者应用于重大科技项目管理领域的探讨可以弥补国内外此领域研究的空白。
     
研究网络化组织及内部协同机制在重大科技项目管理中的应用,提出一种科技管理创新的思路,其根本目的是为了提高我国重大科技项目管理的效率效益,提高我国重大科技项目研究人员积极性,获得协同上的优势。

The Study on Management Synergy Mechanism in Networking Organization of R&D Mega-Projects

Abstract: The R&D mega-projects which strongly support the domestic economy and society development represent nation’s objectives. And the efficiency of R&D mega-projects management directly impacts the effectiveness and success of projects. However, as the synergy mechanism in the practice of R&D mega-projects is not as perfect as management scholars thought, and it’s always failed in everywhere, that’s why synergy mechanism in R&D mega-projects becomes an important research subject. At the meantime, as the synergy mechanism is tied up with its organization, we must bring networking organization research of R&D mega-projects into our research.
The mainly objective of this thesis is to learn about the mechanism and corresponding improvement method of network organization and synergy mechanism in domestic R&D mega-projects, as well to illustrate the positive motive to apply multi project management and learning organization in R&D mega-projects. Though that, we can provide some advises to R&D mega-projects management.
Integrating with management theory, we studied on the definition, signification and construction model of synergy mechanism in networking organization, in perspective of R&D mega-projects management. Based on predecessors’ theory, we studied on improvement method of network organization and synergy mechanism in domestic R&D mega-projects, in which we applied multi project management and learning organization. By empirical study of electronic vehicle project which is one of the R&D mega-projects in the national tenth five-year plan mainly was charged by our school, we inspect the efficiency and defects of system and mechanism in organization, and propose improvement suggestions.
Aiming at the deficiency of organization and synergy mechanism in traditional R&D mega-project management, we explored the possibility in applying networking system and synergy mechanism in mega-projects, in order to fill the gap in this field in global research.
We research on application of networking system and synergy mechanism in R&D mega-projects, and propose a creative technology management thinking, by which we can improve our efficiency and effectiveness of R&D mega-project management, improve R&D researchers’ positivity in R&D mega-projects to obtain synergy advantages.
